I. JURISDICTION AND AIMS

Art. 1: Jurisdiction and headquarters

The INTERNATIONAL SOLARCAR FEDERATION,
die INTERNATIONALE SOLARMOBIL FÖDERATION,
la FEDERATION INTERNATIONALE DE VEHICULE SOLAIRE (ISF/ISF/FIS)
is a non-profit organization that consists of national and continental associations which organize solarcar events and which are members of the ISF.

Member associations recognize each other on a mutual basis and organize appropriate solarcar events on an independent basis according to these Technical Regulations of the ISF (TR-ISF).

The ISF has been officially registered in the Commercial Register as an international association and has its headquarters in Switzerland. Usually, the headquarters of the General Secretary's Office are located at the headquarters of the ISF as well.


Art. 2: Aims of the Technical Regulations of the ISF

With these Technical Regulations (TR) the ISF wants to realize the following aims:

a) to encourage the worldwide promotion and realization of sporting and other appropriate events which may lead to a breakthrough for solar energy as a whole, for solarcars and their components as well as for solar light vehicles with grid connection, in the public transport sector, on the water and in the air, in order to massively reduce emissions and to prevent an irreversible exploitation of resources as much as possible. It is mainly focused on the promotion of solarcars for everyday life.

b) to sanction world championships, world cups, continental and national championships, as well as other solarcar events with special admission regulations, and to coordinate these events worldwide.

c) to encourage national and continental associations to organize solarcar events. Where such associations do not yet exist, the ISF may cooperate with organizations having related aims and sentiments.

d) to promote solarcar events in all countries with appropriate means, in such a way that no country, organization, individual or others are discriminated due to nationality, religion, race, sex, language, or for political reasons.

e) to ensure the correct realization of solarcar events according to the ISF principles.


Art. 3: Membership of solar event organizers

An association or organization in any country which legally establishes itself for the promotion of solarcar events according to the ISF statutes can constitute a National Association. Normally, the ISF recognizes only one National Association per country.

All regional organizers of solar events within a country which accept the aims of the ISF can join the ISF as regional organizers. The ISF Executive Committee provides the ISF candidate with the appropriate assistance for the realization of an event and recommends it in consequence to the ISF General Assembly for admission, inasmuch as the event had been implemented successfully.

Art. 4: Generalities, road-safety, and applicable law

Every organizer of a solarcar event is responsible for an appropriate and reliable organization. These TR of the ISF, which are generally used worldwide and for all solarcar events, are meant to support the organizers and the participating teams, to simplify the work of engineers and producers, to ensure transparency for the media, authorities, and the public, and to win everybody for this environmental-friendly way of a soft and solar mobility.

Every ISF organizer may lay down further regulations and detailed rules in addition to the TR which will be labelled as "special regulations" (SR). If such SR do not contradict the principles of the ISF, and if they were accepted by the ISF Executive Committee, they will form an integrated part of these TR. Such SR are published in part VIII of these Regulations (see art. 62).

In addition to the promotion of solar energy, it is focused on the safety of all participants, spectators etc., especially on the general road-safety.

All instructions, conditions for participation, regulations, ISF statutes and those of the organizer, safety rules concerning construction and equipment of the car, as well as the traffic rules of the respective country and its authorities have to be observed strictly. The officials of the organizer supervise the national traffic rules and their observation in the framework of the applicable law and in so far as the ordinary police is not present.
